1.- It was invented by the Italians, not us.
2.- What you are talking about is Caciquism, which was basically extremely rigged democratic elections where the power was given by one party to the other in a bipartidist system. Methods included where: making the dead vote, forcing people to vote certain party or they lost their job/got beat up, tampering ballots, etcetera.
3.- The reason fascism rose in Spain is because the Republic was showing clear signs of weakness and was pretty much ideologically balcanized to hell and back, so it would only make sense for it's anti-thesis to strike back at them and btfo them. Hell, the main reason the Republic lost the war was because of their internal political problems which projected onto their military (For exmple: most anarchist fighters did whatever they just wanted rather than doing what the commanders told them to, which was an obvious flaw exploited by the fascist forces, or that one time in which their government almost had a mutiny/civil war within the ongoing civil war against the rebel fascists).
